Brown or metallic hot water usually means the tank lining has gone, not the pipes.

Sediment baked onto the bottom. It wastes gas and cooks the steel from inside.
Running out fast
Less hot water than last winter means sediment or a failed lower element.

A damp ring at the base is not condensation. That is the tank telling you.
